Oakland Enrolls is a collaborative of public charter schools dedicated to simplifying the enrollment process for students and families. We operate a common application system in Oakland and West Contra Costa County to promote equity, access, and transparency in public charter school options. Our work empowers families and students to find their best-fit educational environment while providing our 45 charter partners with high-quality data to inform their enrollment strategies. Oakland Enrolls operates under the umbrella of Families in Action for Quality Education, an organization that builds the voice and power of Black, Brown, and underserved families to advocate for access, quality, and equity in public education.
About the Position
The Director of Operations & Family Outreach is a strategic leader responsible for driving operational excellence, partner engagement, and family outreach for Oakland Enrolls’ common enrollment system serving 45 charter schools. This role combines data-driven operations management with community-centered family recruitment to ensure both system integrity and expanded access to educational choice for Oakland families.
This position requires a results-oriented professional who can adapt to evolving organizational priorities. While core responsibilities remain consistent, specific goals, metrics, and initiatives shift year to year based on organizational strategy, partner needs, and community context.
Compensation: $105,000–$120,000 base salary plus significant performance incentives. Full benefits package includes health, dental, vision, and employer-matched 401(k).

- Meet revenue targets including acquiring new partner schools and meeting year-over-year retention targets
- Partners are highly satisfied with Oakland Enrolls (measured by NPS) and report that the platform is critical to their enrollment strategy
What You’ll Do This Year:
Build Partner Capacity to Optimize Enrollment
- Engage 90% of partner schools in training programs and achieve 90% participant agreement that workshops are useful and relevant to their roles
- Design and facilitate training workshops for school-site and home office enrollment teams on application cycle management, data utilization, and marketing strategies
- Provide ongoing coaching and technical assistance to help partners leverage enrollment data for strategic decision-making
- Lead with a customer-service orientation to create a supportive, high-performing partner culture
- Serve as primary point of contact for partners, responding to questions and troubleshooting issues promptly
Manage Technology Partnerships & System Excellence
- Serve as key liaison with SchoolMint on system configurations, policy updates, branding, and platform enhancements
- Coordinate troubleshooting and implement system improvements to enhance user experience
- Oversee the enrollment component of the Quorum CRM system, ensuring data accuracy and optimal functionality
IMPACT GOAL: Oakland families are aware of and explore educational options for their students
Current Year Outcomes:
- Increase share of Oakland families exploring educational options for their children
- Increase unique applications for 2026-27 school year by 10% and acquire 1,200 new family prospects
What You’ll Do This Year:
Increase Oakland Enrolls/Partner School Visibility Through Outreach
- Host and coordinate 24 Oakland Enrolls pop-up outreach events annually throughout Oakland and West Contra Costa County
- Attend community events and deliver presentations at community organizations to raise awareness of school choice options
- Execute data-driven family recruitment campaigns through various channels, including targeted cold-calling initiatives
- Coordinate and train teammates to support outreach efforts effectively
- Remove barriers for high-needs families by coordinating multilingual phone and text application support
Drive Collective Marketing Through Digital Media Strategy
- Collaborate with communications and marketing teams optimize outreach effectiveness and inform campaign adjustments

What You’ll Do This Year:
Ensure Seamless Application Cycle in Partnership with SchoolMint
- Lead development, documentation, and continuous refinement of enrollment processes to improve efficiency and consistency
- Ensure all application cycle milestones are met on or before deadlines for the 2025-26 cycle
- Set up and optimize SchoolMint 2.0 platform for 2026-27 application cycle
- Coordinate with SchoolMint to implement features that enhance family and partner user experience
Maintain Data Integrity & System Performance
- Design and implement data validation and cleaning processes to ensure accuracy of enrollment data across all systems
- Monitor system functionality and resolve technical issues promptly
- Create and maintain clear documentation of processes and workflows

- Partner with senior leadership to contribute to establishment of sustainable business model and a 3-5 year business plan

What You’ll Do This Year:
Perform Comprehensive Data Analysis, Reporting, and Visualization
- Analyze enrollment data including application rates, student demographics, matriculation trends, and family survey results
- Create clear, compelling visualizations and reports that translate complex datasets into actionable insights for diverse stakeholders
- Track key performance indicators (KPIs) using SchoolMint to monitor progress toward enrollment goals
Deliver Strategic Insights & Predictive Analytics
- Research and analyze national and local education trends, market share data, and competitor performance
- Develop predictive models to forecast future enrollment numbers and identify enrollment drivers
- Assess effectiveness of recruitment and marketing campaigns using statistical tools
- Provide strategic recommendations to charter partners and internal leadership based on data analysis
Enable Cross-Functional Collaboration
- Partner with organizing, communications, and marketing teams to meet application milestones
- Collaborate closely with FIA team on hosting effective outreach events
- Work with school-site and home office enrollment teams to align on goals and share best practices
- Contribute insights to support organizational strategic planning initiatives

Who You Are
Required Qualifications
- Bachelor’s degree required; Master’s degree preferred
- 3+ years of experience in data analysis, operations, and family/community engagement, preferably in education or nonprofit settings
- Working knowledge of enrollment management concepts and student lifecycle data
- Working knowledge of Oakland/West Contra Costa County school landscape
Technical Expertise
- Proficiency with enrollment application platforms (SchoolMint experience a plus) and CRM systems (Quorum experience a plus)
- Advanced Microsoft Excel skills including pivot tables, complex functions, and data manipulation
- Expertise in data visualization and business intelligence tools such as Power BI, Tableau, or similar platforms
- Strong analytical and problem-solving abilities with keen attention to detail and pattern recognition
